A. Yes.

Q. If the incident that involved valor was performed by a person who is not in the qualified list, can I still nominate that person?
A. No.

Q. Does Valor always need to involve a physical danger or physical rescue?
A. The committee would need to evaluate the non-physical danger and the risks that the nominee underwent in the performance of the heroic act.

Assume nothing. Nominate when in doubt!

Let us decline the nomination rather than you overlook a heroic act of any type.
