As Captain of the Watertown, MA Police Department, Captain Raymond Dupuis is in charge of the Bureau of Field Operations covering the Patrol Division, Traffic Division and the Public Safety Dispatchers. He was in that position last April 15, 2013 when the Watertown Police Department became actively involved in assisting Boston law enforcement authorities with the Boston Marathon bombings.

“We’re a 63-person department”, Captain Dupuis said. “The day of the marathon we received Five Hundred Sixty-six 911 calls.”

Captain Dupuis has been with the Watertown Police Department for over 30 years becoming a patrolman in 1983. He was appointed a K-9 officer in 1985. Captain Dupuis’ climb in the Department continued and he was promoted to Sergeant in 1987, to Lieutenant in 1993 and to Captain in 2000. He is second in command of the Department. His education includes a B. A. Degree in Government from Western New England College, Springfield, MA and a M.A. Degree in Criminal Justice from Westfield State College, Westfield, MA.

After Tamerlan Tsarnaev and his brother, Dzhokhar, were identified as the Boston Marathon bombers, they allegedly killed an MIT Police Officer, carjacked an SUV and ended up in Watertown where they engaged in a shootout with the Watertown Police Department.

“They threw five bombs at us that night”, Captain Dupuis said. “We’re still not sure why they were in Watertown that night. We suspect that they knew someone in the area that was going to help them.”

The Watertown Police Department implemented the use of reverse 911 calls to Watertown residents urging them to stay indoors for their own safety. Tamerlan Tsarnov was shot 9 times, but the fatal blow came when his brother, Dzhokhar, fled the scene in the stolen SUV and ran over him. Dzhokhar was apprehended 4 days after the bombing after he was discovered hiding in a boat belonging to a Watertown resident.

In his presentation at the 200 Club Brunch, Captain Dupuis is expected to discuss his perspective on the Boston Marathon bombing, how the suspects ended up in Watertown and the impact the situation had upon the police, fire, EMS, and the community of Watertown.

Past Events

The history of the Cape-Atlantic Law Enforcement Officers Memorial Service and Breakfast: On August 8, 1985, NJSP Det. Albert Mallen was gunned down during the execution of a narcotics search warrant. FBI Agent Jack Reemmer and Atlantic City Police Department Captain Vincent Premone thought that police funerals should not be the only time that law enforcement officers gather to honor officers who made the ultimate sacrifice. They concluded that there should be another occasion for them to come together as a unified police community. Together the two men founded the Cape-Atlantic Law Enforcement Officers Memorial Service and Breakfast.

The 200 Club-sponsored annual mass and breakfast embarked on a new tradition in 2001, as the honorees included firefighters and rescue workers as well as police officers. The response to this event was tremendous, as 645 attendees took place in paying tribute to our heroes. The same format was continued in 2002, resulting in a then-record of 766 attendees. A new record of 1,058 was set in 2009 with the appearance of former New York City Mayor and Presidential Candidate Rudy Giuliani.
